    Makoni Rural Council puts rural Folks on leash

    Makoni Rural district council ( environmental and natural) resources conservation has set a list of offences and official fines in terms of S.1 228 of 2023 . 
     
    Makoni Rural district council environment and natural resources conservation has set 22 offenses and their fine and give them to Rural residents to Conserve natural resources.  

    Rural residents who put their cattle and domestic animals to graze in undersigned areas as stipulated by council should pay 30 usd dollars fine. 

    Cultivation in undersignated areas including streambank Cultivation, protected areas , road servitude and wetlands should pay fine of $200 usd .

    Conservation of natural resource areas, failure to put fire guards fine of $200 USD. 

    No programs shall commence without an approved EIA by EMA and and fine is $ 1000 USD.

    Uncontrolled burning and burning without permission as stipulated in the by-laws fine is $500 usd.

    Failure to remove and control invasive Allen species fine is $20usd.

    Illegal cutting down of trees fine is $200usd.

    Collecting of forest produce ( fruits) without council approval fine is $20 usd. 

    Collection of gravel , stones , river sand and pit sand without council approval or extract permit fine is $500 usd.

    Commercial brick making without council approval fine is $500usd.

    Illegal hunting and Collection of indigenous plants fine $500usd.

    Fencing of premises without council approval and tempering with council fence $500 usd.

    Air pollution for example burning of waste, Tyres fine $50 usd.

    Illegal disposal of solid and effluent waste and residing at home or institution without a toilet $200 usd.

    Illegal waste disposal fine of $50usd.

    Illegal mining fine of $1000usd.

    Illegal occupation of land fine $1000 usd.

    Use of farm bricks at Rural service centers, district service centers and townships as well as at public facilities like schools and churches fine $500 usd.

    Failure to observe dates of destruction for cotton and tobacco stalks fine $200 usd.
     
    All cattle that is sold locally and outside district to pay fine of $usd 50 / beast. 

    An officer in the responsible ministry to issue movement permit after clearance from council will be liable to the fine of $ 50 usd.

    Failure to submit livestock for dipping $10 .

    Speaking with the locals who says some of the laws such as that of brick making we are not good with them because we make living from brick making and selling firewood as we have no jobs and council is making our lives hard .

    Wild fruits helps us in the times of hunger and some of us lives in forest so we can't eat the fruits just because council says so unless they cut down the untire forest said the residents.
