Uniforms Proposed for Touts as Lawmakers Push for Order at Bus Ranks
Harare – Zimbabwean legislators have called for the formalisation of mahwindi (touts) as part of efforts to tackle rising crime and gender-based violence at bus ranks across the country.
The proposal, brought before Parliament on Wednesday, includes the registration of all touts, the introduction of identifiable uniforms, and the formation of official rank committees to maintain order.
Lawmakers argue that the current unregulated state of the transport ranks has contributed to lawlessness, harassment, and abuse—particularly targeting women and children. The proposed measures are seen as a way to professionalise the role of touts while holding them accountable under structured systems.
"We cannot continue to turn a blind eye while our people, especially women, are harassed in broad daylight at our bus termini," said one MP. "Formalising the touting profession will help restore dignity and safety in these public spaces."
If implemented, the initiative would not only aim to reduce crime but could also open opportunities for training, oversight, and employment benefits for registered touts. The idea of uniforms is expected to bring visibility and responsibility to those operating in the chaotic and often dangerous public transport sector.
The proposal is now under further parliamentary review and could signal a major shift in how Zimbabwe’s informal transport sector is managed.
