The Municipality of Marondera issued this public notice: "All bicycle owners, the Municipality of Marondera would like to inform all bicycle owners and cyclists that they are required to pay an annual bicycle license fee of $5 per year. Cyclists and bicycle owners are hereby reminded that it is an offense to cycle an unlicensed bicycle within the municipal jurisdiction of any local authority. Cyclists are encouraged to license their bicycles to avoid any inconvenience. Cyclists who operate their bicycles without being licensed risk being fined in line with approved budget rates. The council looks forward to your continued cooperation."
The director of the Marondera Residents Open Forum allegedly said, "It is very unfortunate that the council has become so desperate for resources that it has resorted to taxing bicycles,as a town, we are actually going back to the era of Godwin Huggins."
Chengeta said, "How does a people-centered responsible authority go back 80 years to introduce what people fought against?"
Chengeta also reminded people that during that era, the cycle tracks were regularly maintained, and the tax was worth it.
Mr. Gandanzara, a Marondera resident, posted that there are no cycle tracks in the town, the roads are potholed, there is no water despite people paying for it, and there are no streetlights. He questioned the need for a bicycle tax, asking, "What is the purpose of this tax?"
